BACKGROUND:
The Water Utilities issued Bid 17-148 seeking vendors to provide for rehabilitation of 290 existing sanitary sewer manholes using the application of cured-in-place lining products. The focus of this bid is on rehabilitating the upper structure or “chimney” section of the manhole. The upper structure of the manhole is vulnerable to damage from winter freeze-thaw cycles and impact from vehicles. The stresses from noted environmental and physical loading derogates the upper structure of the manhole creating openings where water from wet weather events enters the sanitary sewer system. Rain water entering the sanitary sewer system takes up system capacity, which contributes to sanitary sewer overflows and basement backups.
The proposed rehabilitation system is a cured-in-place liner like the pipeline linings installed throughout Naperville’s sewer system in the past three decades. The finished product adheres to the original manhole wall, forming a seamless liner sealing out leaks. The liner is also a fully structural rehabilitation which can withstand the stresses of winter freeze-thaw cycles and the impacts from traffic.
Part of the Water Utilities annual capital project plan is an annual rehabilitation of approximately 15,000 linear feet of main line sewers and 150 sewer service laterals and 50 manholes. The primary focus of the project is reducing infiltration and inflow, which is leakage of groundwater and surface water into the system.
A large number of manholes with upper structure leaks were discovered during smoke testing in 2017. Staff proposes to redirect some of 2018 funds away from sewer lining programs and increase the number of manhole rehabilitations. To maintain the overall budget of the Project WWU 06, Sanitary Sewer Rehabilitations, the additional cost of the manhole rehabilitations will be offset by a reduction in the sanitary sewer lining programs.

The engineer’s estimate is based on the average material cost and in-house labor hours, using hourly labor rates that are typical of contracted work. Performance Pipelining has the lowest cost and is recommended for award.

Sanitary sewer rehabilitations are expensed to the capital improvement account listed below. A total of $5,632,500 is budgeted for lining and rehabilitation activities (which includes sewer lining, lateral lining, and manhole rehabilitation) as part of WWU06 in the CY2018 proposed budget, which is pending City Council approval. The requested award is within budget.
