BACKGROUND:
The other related item on the City Council agenda is:

The Transportation, Engineering and Development Business Group (TED) issued Bid 25-015 seeking contractors to resurface approximately 10.62 miles of various local roadways.
The City currently maintains approximately 475 centerline miles of road through the annual Street Maintenance Improvement Program (MIP). An important component of the MIP is the resurfacing program which ensures that city streets remain in good condition for the movement of traffic while also protecting the integrity of the roadway base. When resurfacing is delayed, the roadway base begins to deteriorate prematurely resulting in the need for costly and disruptive road reconstruction projects.
In 2025, state Motor Fuel Tax (MFT) funds will be used to complete this project. It is anticipated that the City will also use local funds for a second street resurfacing program, which is currently out for bid and will be completed later in the year. The expenditure of state MFT funds requires the approval and supervision of the Illinois Department of Transportation. Further, the corporate authorities of the municipality must adopt a resolution appropriating the MFT funds.

The engineer’s estimate was based on contract unit prices from the 2024 street resurfacing programs adjusted for inflation. The low bidder’s price for this program is consistent with the engineer’s estimate. Staff recommends K-Five Construction Corporation for the award as the lowest responsive and responsible bidder for the procurement of construction services, as defined by section 1-9B-7 of the Procurement Code (RBO-qualified).
The contract construction time is 105 calendar days with an anticipated completion date of August 10, 2025.
