BACKGROUND:
In 2018, Garland Company developed a roof assessment management program for the 12 buildings at Springbrook Water Reclamation Center (SWRC). The evaluation included an infrared scan of each roof and drafting an annual plan to repair, restore or replace roofs based on condition. Since 2018, three building roofs have been repaired or restored. The SWRC Administration building is scheduled for a long-term restoration in 2021.
The SWRC Administrative building was built in 1972 and has a variety of uses including office space, laboratory space, locker and break rooms, computer monitoring of the facility and space for process pumping equipment. Originally, the roof was asphalt with pea gravel on top. In 2000, the pea gravel was removed and an additional asphalt base layer was installed. In 2018, several leaks were temporarily repaired until a long-term restoration could be made.
DISCUSSION:
Staff identified an approved cooperative contract, Omnia Partners Cooperative Contract PW1925, through Garland/DBS Inc., for procurement of the SWRC Administration building roof restoration. Garland will be installing a fluid applied restoration roofing system to add another 15 to 20 years of service life to the roof. The work will include an updated infrared scan, removal of blisters and wet areas, new metal coping caps, new flashing and new membrane/coating system.
Maximum pricing for this contract is established under the Master Intergovernmental Cooperative Purchasing Agreement (MICPA) through Omnia Partners. To obtain even lower market adjusted pricing below MICPA, Garland/DBS Inc. solicited three bids for this work. Work will be performed by R.B. Crowther Co. and completed by July 31, 2021.

Repairs to Water Utilities buildings are expensed to the infrastructure account listed below, as part of the Capital Improvement Program. A total of $415,950 is budgeted for WW041 in 2021. The requested award is within budget.
