BACKGROUND:

The Program Year 2023 Annual Action Plan represents the fourth year of the DuPage County Consortium 2020 - 2024 Consolidated Plan.

 

For Program Year 2023, the City of Naperville estimates that it will receive approximately $535,000 in CDBG funds from the U.S. Department of Housing and Urban Development (HUD). When the exact allocation amount is made available by Congress, the City will adjust the awards based on the Contingency Provisions discussed below.

 

The attached Annual Action Plan (AAP) outlines how CDBG funds will be spent in Program Year 2023 and how these projects meet the objectives of both the CDBG program and the Consolidated Plan.

 

DISCUSSION:

To distribute the CDBG funding, the City held a Call for Projects and received 17 project applications requesting a total of $1,093,686.75.  All applications were evaluated and scored by a multi-disciplinary team consisting of staff from the Community Services Department, commissioners from the Human Rights & Fair Housing Commission and Advisory Commission on Disabilities, and members of the Accessible Community Task Force and Senior Task Force.

 

Recommended Awards/Allocations:

 

Affordable Rental Housing - $73,934

1)                     Illinois Independent Living Center - $43,934

These funds will be used to rehabilitate the parking lot for safety, accessibility and elimination of water pooling at Katharine Manor Apartments. Located at 1141 Iroquois Ave. this is a multi-unit building providing affordable, accessible housing to low- and moderate-income disabled homeowners and renters.

 

 

 

2)                     Naperville Elderly Homes - $30,000

These funds will be used to replace parking lot lighting for safety, accessibility and energy efficiency at Martin Avenue Apartments. Located at 310 West Martin Ave. this is a multi-unit apartment complex providing affordable rental housing for low- and moderate-income seniors.

 

Homeless Housing and Supportive Services - $160,708

1)                     Bridge Communities, Inc. - $110,000

These funds will be used to rehabilitate three units at 432 E. Bailey Rd. This is a multi-unit transitional housing building. Improvements will include replacing cabinetry and countertops in the kitchens, flooring throughout each unit, and tile and fixtures in the bathrooms. These units will be improved and maintained as quality, affordable transitional housing for homeless and at-risk families.

 

2)                     360 Youth Services - $50,708

These funds will be used to assist in the facility development of a Youth Affordable Housing Center that is providing temporary shelter, meals, case management and supportive services to homeless youth. Funds may be used for acquisition or rehabilitation costs at a location in the City of Naperville yet to be determined.

 

Special Needs Housing and Supportive Services - $160,358

1)                     Little Friends, Inc. - $32,500

These funds will be used to rehabilitate a Community Integrated Living Arrangement (CILA) home located at 2704 Midland Dr., completing one or more of the following projects: bathroom renovation for ADA compliance, replacement of aging bay window, rehabilitation of the deck and flooring replacement throughout the home. 

 

2)                     Ray Graham Association - $74,077

These funds will be used to rehabilitate a CILA home located at 32 Swift Ln. by converting the existing garage to create one additional bedroom to provide affordable, accessible housing for one adult with disabilities.

 

3)                     United Cerebral Palsy Seguin - $7,650

These funds will be used to rehabilitate a CILA home located at 715 Sara Ln. by installing a high-efficiency furnace, humidifier and air purifier.

 

4)                     Turning Pointe Autism Foundation - $46,131

These funds will be used to assist in the replacement of two boilers at 1500 W. Ogden Ave., a building used to provide educational services to severely disabled individuals with autism, enabling them to improve life skills, engage in work and live independently.

 

Public Services - $80,000

1)                     Loaves & Fishes CARES Program - $65,000

These funds will be used to provide emergency rent/mortgage and utility assistance, as well as counseling, to prevent recipients from becoming homeless.

 

2)                     DuPage PADS Olympus Place Housing Program - $15,000

These funds will be used to provide on-site supportive services to formerly homeless people with chronic disabilities now living in permanent supportive housing at 5 Olympus Place.

 

Program Administration - $60,000

Awarded for salary/program administration costs

 

Funding Contingencies:

 

Contingency Action #1:

If the final grant allocation is more than $535,000, the City will make the following changes in proposed activities:

1)                     Add additional funding for CDBG-eligible public service activities: (a) Loaves & Fishes CARES Program and (b) DuPage PADS Olympus Place Supportive Housing Program, with total allocations to remain within the 15% HUD cap on public service activities;

2)                     Add funding for fair housing activities, with total allocation to remain within the 20% HUD cap on planning and administration activities;

3)                     Add funding for infrastructure improvement/housing rehabilitation projects targeted to low- and moderate-income concentration areas (based on census tract block group data), infrastructure improvement/housing rehabilitation projects targeted to low- and moderate-income residents, or barrier removal/ADA compliance projects in City-owned properties. These projects will be managed by the Transportation, Engineering & Development Business Group (TED), Department of Public Works (DPW) and/or the Community Services Department (CSD). 

 

Contingency Action #2:

If the final grant allocation is less than $535,000, the City will proportionally reduce the proposed funding amounts for all activities to match the actual allocation amount.

 

Public Comment

The AAP was made available for public comment starting January 6, 2023 and concludes with a public hearing at the February 7, 2023 City Council meeting. Copies of the AAP are available at the Municipal Center, Naperville Public Libraries and on the City’s website. To date, no comments have been received.

Allocation of approximately $535,000 in Community Development Block Grant Program Year 2023 funds.
