BACKGROUND:
In 2022 and 2023, the Transportation Advisory Board (TAB) and City Council approved a three-year New Sidewalk Program, whose purpose is to improve walkability throughout the City. The first year of this program was constructed in 2023. This award is for year three.
In September 2025, the Transportation, Engineering and Development Business Group (TED) issued Bid 25-289, 2025 New Sidewalk Improvements Program, to conduct work that consists of sidewalks, driveways, curb and gutter, tree pruning, tree relocation, excavation, sodding, erosion control, mobilization, brick pavers, modular block retaining walls, traffic control, and other incidental and miscellaneous items of work per the plans, standard specifications, and special provisions. This project includes the following locations:
• Villa Ave and Wright St (northeast corner)
• 10th Ave (north side), Webster St to Main St
• 11th Ave (north side), Main St to Washington St
• 12th Ave (north side), Main St to Washington St
• 14th Ave (south side), Eagle St to Main St
• Main St (west side), 11th Ave to 14th Ave
• Webster St (east side), 10th Ave to 11th Ave
• Webster St (east side), 12th Ave to 14th Ave

Staff recommends award of the contract to Triggi Construction, Inc. as the lowest responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified).
The completion date of this project is May 30, 2026.

The New Sidewalk Program is expensed to the Infrastructure and Architect and Engineering Services accounts listed below. TED included $445,000 in the 2025 budget for work related to CS006. The award requested is within the amount budgeted for this expense.
