BACKGROUND:

The City Council awarded Contract 23-101, 138kV Hitachi Circuit Breakers, to Wesco Inc. on May 2, 2023, with an expected delivery date of July 2024. 

 

Circuit breakers are a major component of the transmission system. Their purpose is to trip/open under the control of a relay to interrupt power flow. This occurs when there is a system problem or when a system controller needs to isolate parts of the system for safety.

 

As part of the modernization of these circuit breakers, engineering staff at the Electric Utility, supported by consultant Sargent & Lundy, developed a technical specification for the next generation of breaker to replace the current Siemens TCP.

 

DISCUSSION:

This Change Order is requested to add Supervisory Control and Data Acquisition (SCADA) communication equipment to the new breaker.  During the plan review phase, Sargent & Lundy identified the opportunity to modernize the communication interface between the breaker in the field and the Electric Utility SCADA system.  Hitachi confirmed that they have incorporated these SCADA devices for other customers and provided a quote for the additional price. Engineering staff at the Electric Utility evaluated the quote and confirmed that having Hitachi install the communication equipment at the factory would be the preferred solution versus trying to retrofit and rewire them in after the breakers are delivered. The proposed equipment is consistent with the equipment being used to update the existing SCADA system. 

 

The additional communication equipment will not delay the delivery of the breakers in July 2024.

CIP#: EU086

 

138Kv Hitachi Circuit Breakers are expensed to the Infrastructure account listed below. The purchase of these breakers is made in association with the work done on EU086. In 2024, the Electric Utility budgeted $3,738,000 for EU086. The requested change order can be accommodated within budget.
