BACKGROUND:

The Washington Street Bridge crosses the West Branch of the DuPage River through downtown Naperville. This structure is being replaced through construction contract 61G82 awarded by the Illinois Department of Transportation (IDOT) in December of 2022 to low bidder Dunnet Bay Construction. The awarded value of the contract was $9,822,305.08.

 

This project is funded through a cost share agreement whereby the City is responsible for a portion of the costs. The City’s share of costs at time of contract award was $3,034,000. The City appropriated $2,000,000 of Rebuild Illinois (RBI) dollars to the City’s share of construction costs, and an additional $200,000 RBI dollars to the City’s share of construction engineering costs. Other construction costs not eligible for RBI funding are covered by other utilities and capital projects funds.

 

As the construction project continues to progress, there have been numerous Change Orders processed by IDOT to pay for additional items or quantity overages. To date, these Change Orders have increased the City’s share of costs by approximately $500,000.

 

Rebuild Illinois Capital Program Funds

In 2020, IDOT began distributing grants from the Rebuild Illinois Capital Program as special disbursements in the Motor Fuel Tax Fund. These funds have been distributed to local agencies for use on capital transportation projects. The City’s total allocation from this program is $9,717,469.32. To date, $8,600,000 has been allocated to various City projects. Funds for the program must be obligated by July 1, 2025.

DISCUSSION:

Staff recommends approving the attached supplemental resolution for $300,000 in RBI funds for the Washington Street Bridge project. These funds will be used to cover the additional City’s portion of construction costs. Items not eligible for RBI funding will continue to be covered by other utilities and capital project funds.

The originally appropriated $2,000,000 in RBI is being applied to the eligible portions of the City’s share of construction costs. The requested supplemental $300,000 will be applied in the same manner. The costs noted above will be expensed to the following accounts within the Motor Fuel Tax Fund, which is where the Rebuild Illinois funds are held. All remaining costs will be expensed to the Capital Projects Fund, Electric Fund, and Water Utility Fund.
