BACKGROUND:

The City Council awarded Option Year #1 to Contract 23-103, Residential Water Meter Replacement, to Calumet City Plumbing & Heating Company, Inc. on February 4, 2025, from the date of award through December 31, 2025.

 

The purpose of this contract is to replace approximately 11,000, 16+ year-old small-diameter (3/4-inch and 1-inch) water meters and reading devices at residences throughout Naperville. Water meters deteriorate with age, which results in lost accuracy. Strategically planned replacement of older meters ensures customers are billed fairly and accurately.

 

The department staffing level is not adequate to conduct a large-scale meter replacement program and must rely upon contractors to keep the project on schedule. City staff will continue to replace meters that fail in service, those requiring immediate action, and will perform planned replacements in situations where it is not practical to use a contractor.

 

DISCUSSION:

Calumet City Plumbing & Heating Company, Inc. has performed well during both the original contract and the first option year. The contractor has installed 7,977 residential water meters during this time frame. Based upon the vendor’s performance, the Water Utility Department would like to extend the contract for the last option year. Due to increasing labor costs, the contractor has requested a 3.4% increase. Illinois union plumber rates will increase from 2025 to 2026 due to scheduled wage increases for that period.

 

The term of the final option year is from January 1, 2026, to December 31, 2026, with no option years remaining.

The requested award is expensed to the Infrastructure account listed below as part of the capital improvement program. The 2026 Budget allocates $850,000 for the program, which includes both residential and large-diameter commercial meters. The requested award of $253,430 is within the budget.
