BACKGROUND:
The Department of Public Works (DPW) maintains the City’s system of storm sewers. Storm sewers have a functional lifespan of approximately 75 years. As a storm sewer ages, the pipes develop cracks caused by material degradation, soil settlement, root intrusion and/or adjacent construction. When a segment of storm sewer approaches the end of its useful life, the extent and severity of pipe degradation results in a high probability of pipe/system failure. Pipe failure may cause sinkholes in roadway surfaces and may also result in flooding of homes, businesses and/or public rights-of-way. The City has relined approximately 250,000 linear feet of pipe since the inception of the Storm Sewer Lining Program (SW017) in 2004, which has led to a reduction in localized flooding and related complaints.
The City Council awarded Bid 22-058, Storm Sewer Lining, to Hoerr Construction on March 15, 2022, for a seven-month term through October 15, 2022, with two, one-year options to extend.
The purpose of the contract is the rehabilitation of storm sewers by the installation of a cured-in-place pipe (CIPP). The contract includes a pre-inspection and cleaning of all pipes, the installation of CIPP, and the inspection of each completed installation by closed circuit television.
On March 5, 2024, the City Council awarded Option Year #2 with a contract value of $650,000, plus a 3% contingency.
DISCUSSION:
The 36-inch culvert under Royce Road east of Trillium Lane is degrading and causing a dip in the eastbound traffic lane and erosion on the shoulder. This change order will be to line the culvert. Lining the culvert is less expensive than replacement with much less disruption to traffic.
This contract was approved with contingency in the amount of 3% of the original contract value. This solution will require a change order in the amount of $17,850 over the contingency amount. A summary of the award and contingency information is provided in the tables below.

FISCAL IMPACT:
CIP #: SW017- Storm Sewer Lining
The requested change order is expensed to the account number listed below for work being done under the storm sewer lining program. Though the requested change order exceeds the current year’s budget for this project, it is anticipated that the excess can be accommodated within the overall Capital Program. Staff will monitor expenditures within the fund to ensure compliance with budgetary guidelines.
