CITY MANAGER AUTHORITY PROCUREMENT AWARDS
ACTION REQUESTED:
title
Approve the award of Procurement 22-322, Police Academy Training to Police Training Institute (PTI), Suburban Law Enforcement Academy (SLEA) and Illinois State Police (ISP) academy for an amount not to exceed $44,604 and for a one-year term
body
DEPARTMENT: Police Department
SUBMITTED BY: Jason Arres, Chief
BACKGROUND:
The Illinois Law Enforcement Training Standards Board (ILETSB) requires that all new police officers attend one of the law enforcement training academies to receive a permanent appointment as a law enforcement officer. The State’s Traffic & Criminal Conviction Surcharge Fund (TACCSF) was established to fund ILETSB operations.
Under the TACCSF program, the State previously paid tuition expenses directly to the academy for new recruit training. In 2020, all academies received notification that based on the current fiscal situation of TACCSF, they would no longer receive payments from TACCSF directly. As a result, each law enforcement agency must pay the tuition expenses directly to the academy but can apply to ILETSB for reimbursement at the end of the officer’s academy class. However, based on the funding issues, TACCSF cannot guarantee that the full amount of tuition will be reimbursed. The city received 100% reimbursement for academy expenditures in 2021 and 2022.
DISCUSSION:
The PD estimates sending six new recruits to academy training in 2023. The remaining new hires will be hired from the lateral hire list and won’t need to go to an academy. The current rate for each recruit at the Police Training Institute (PTI) in Champaign, Illinois is $7,434 for the 14-week academy which includes room and board.
PD management staff visited and observed multiple academies in the state and determined that PTI provides the best level of instruction and options for the City’s newly hired police officers. In addition, Naperville’s internal training program mirrors PTI’s training for both firearm and defensive tactics.
There have been a few occasions where PTI had limited availability or officers were hired at a time of the year when PTI didn’t have any upcoming classes available. In these situations, the PD will send new officers to either the Suburban Law Enforcement Academy (SLEA) located at the College of DuPage or to the Illinois State Police (ISP) academy.
SLEA is a commuter program, and it doesn't include room and board. ISP is an on-campus training program but is third choice for the PD since their training for firearms and defensive tactics doesn’t mirror Naperville’s training. The cost for training in 2023 is $4,696 for SLEA and $5,691 for ISP. Based on the number of retirements during the year the PD may need to reserve registration openings at more than one academy, so the hiring process won’t be delayed.
This training procurement is requested for a one-year term from January 1, 2023, to December 31, 2023 for police academy tuition.
