BACKGROUND:

The Water Utilities operates and maintains 17 water supply sites throughout the city.  In accordance with the Illinois Environmental Protection Agency regulations, these sites are secured by fencing to prevent unauthorized access in various forms. Specifically, Title 35, Subtitle F, Chapter 1, Section 604.170 holds that, “Fencing, Locks on tank hatches or other necessary precautions must be provided to prevent trespassing, vandalism, and sabotage.”

 

In February 2020, the City Council awarded the Job Order Contracting (JOC) services to Robe, Inc. JOC is an approved alternative procurement method to the more traditional bid process used in the procurement of government construction projects. In the JOC procurement method, the City and contractor work together to develop an overall scope of services. Project cost is determined by applying each item within the scope of services to a predetermined price.

 

In support of the City’s priority to provide infrastructure, electric service, and water/wastewater services that are reliable and safe, the Water Utilities conducted visual security vulnerability assessments at all sites beginning in July 2024. Through those assessments, it was determined that several sites needed replacement or rehabbed fencing while other sites needed new fencing installed as well as additional security measures on the buildings.

 

DISCUSSION:

Northwest Water Works supplies water to the northwest portions of the City. This site includes a 2.2-million-gallon reservoir, a 3.3-million-gallon reservoir, a pressure adjusting station, a pump house, emergency standby well, and water intake from the DuPage Water Commission.

 

During the visual site security assessment, it was determined that 320 feet of fencing with a card access security gate and solid security panels on the building are required to meet Title 35.

 

The term of this contract is from the date of award to November 1, 2025.

 

FISCAL IMPACT:

CIP#: WW033 - Site Security Improvements

 

The requested award to Robe Construction falls within the budgeted amount for this project. The project is included in the Water Capital Improvement Program (CIP) and is funded at $359,740 for 2025, with an estimated five-year cost of $1.03 million. The first award under this CIP addresses upgrades to the Northeast Water Works site.
