BACKGROUND:
On May 19, 2026, the City Council awarded Contract 26-015 to Baumgartner Construction, Inc. in the amount of $2,049,192.32, plus a 3% contingency, with a contract completion date of October 30, 2026.
The project will extend the low-flow Riverwalk path to provide ADA-compliant pedestrian connectivity between the Washington Street Bridge and the Moser Covered Bridge. The improvements also include the construction of two public gathering plazas that highlight the history of North Central College. The project is identified in the 2031 Riverwalk Master Plan.
To support the project, the City has secured multiple State of Illinois grants totaling $1.3 million for design engineering and construction.
A preconstruction meeting was held on May 28, 2026, and construction activities have commenced.
DISCUSSION:
This Change Order is requested to cover costs associated with the removal of an unanticipated underground storage tank (UST), including required soil sampling, laboratory analysis, and environmental reporting.
During excavation and disposal of previously identified non-hazardous waste materials on the site, an unknown underground storage tank was encountered. Prior to construction, the site underwent multiple rounds of environmental investigation and testing to delineate known areas of contamination; however, the UST was not identified during those efforts. In accordance with environmental regulations, the tank must be removed by specialized contractors and the surrounding soils evaluated before construction activities can proceed within the affected area.
The requested Change Order amount of $75,000 is based on costs incurred for similar work on a recent Capital Improvement Program (CIP) project. Funds will be used to reimburse actual costs associated with the tank removal and related environmental services. Should the final costs exceed the authorized amount, an additional Change Order request will be presented to the City Council for consideration.
The additional work may result in delays to the contractor's schedule, potentially affecting the contract completion date. The extent of any delay is not yet known. If an extension of the contract completion date becomes necessary, a separate request will be brought before the City Council for review and approval.

North Central College Riverwalk Park construction is expensed to the Infrastructure account listed below. The 2026 budget included $3.01 million for expenses related to PA024, North Central College Riverwalk Park. Of this amount, $2.81 million was budgeted for construction-related expenses, while an additional $200,000 was included for construction engineering services. The bid for this project came in lower than the engineer’s estimate, and as a result, the requested change order can be accommodated within the budget.
