BACKGROUND:
Storm sewers have a functional lifespan of approximately 75 years. As a storm sewer ages, the pipe develops cracks caused by material degradation, soil settlement, root intrusion and/or adjacent construction. When a segment of storm sewer approaches the end of its useful life, the extent and severity of pipe degradation results in a high probability for pipe/system failure. Pipe failure may cause sinkholes in roadway surfaces and may also result in flooding of homes, businesses and/or public rights-of-way. The Department of Public Works has relined approximately 222,000 linear feet of storm sewers since the program began in FY2004.
In June 2017, the City Council approved the award of the storm sewer rehabilitation program to Hoerr Construction Inc. for a one year contract with one option year.
DISCUSSION:
Hoerr Construction Inc. provided excellent service during the original term of the contract and has agreed to renew the contract for an additional year with no price increases. This rehabilitation program will improve the conductive capacity and extend the useful lifespan of the existing storm sewer system. The scope includes cleaning and televising the storm sewer in addition to lining the storm sewers.
The work in 2018 includes portions of grid 82 and all of grid 96 (Brush Hill and Willow Way area), as well as single run repair sections in other grids, including a repair near Martin Avenue and Washington Street. The term of this extension is May 1, 2018 through October 15, 2018. There are option years remaining on the contract.

Storm Sewer Rehabilitation is expensed to the infrastructure account below. This work is related to SW017, Storm Sewer Lining Program, for which $600,000 has been budgeted in CY2018. The requested award of $600,000 is within the budgeted amount for this expense.
