BACKGROUND:
On May 6, 2025, the City Council awarded Contract 25-007, 2025 Southeast Waterworks Generator Replacement, to William T. Connelly, Inc, dba Connelly Electric Co., with an original budget of $680,000. The project scope includes replacement of the existing generator, the automatic transfer switch (ATS) and main circuit breaker combination unit, associated electrical conduits, wiring, and SCADA system improvements.
On February 3, 2026, the City Council awarded Change Order #1 to William T. Connelly, Inc. dba Connelly Electric Co., for a 99-day deadline extension. Change Order #1 did not include any budget changes.
DISCUSSION:
Currently, the construction is approximately 85% complete. However, as the work has progressed, additional improvements have been identified due to the facility’s age and condition. Staff and the engineer have determined that the following additional items are required:
1. An existing lighting panel and its associated transformer are undersized and require upgrading.
2. The project consolidates the existing main disconnect and ATS into a single unit, which will be relocated to the old generator room. As a result, the conduit and cabling between the old generator room and the main transformer must be upsized.
3. A deficiency in the existing grounding system was identified during construction, particularly related to the facility’s flow meter. This issue must be corrected.
Staff met onsite with the engineer and contractor to develop the additional scope and revised design. The contractor has submitted a proposal outlining the additional work and associated costs. Staff has reviewed the proposal, verified the quantities, and found the additional costs to be reasonable.
The requested amount is a not-to-exceed value. Actual costs will be based on time and materials. Staff will continue to monitor the contractor’s labor and material usage throughout the change order work.
FISCAL IMPACT:
CIP #: WU069 - Water Facility Generator Replacement -Southeast Water Works
The requested award will be charged to the Infrastructure account number listed below. The 2026 Budget includes $230,000 for completion of the project. However, as noted above, additional scope has been identified and must be incorporated. As a result, the requested award exceeds the current year’s project budget. It is anticipated that this overage can be accommodated with funds from other projects in the Utility’s CIP. Staff will monitor expenditures to ensure they remain within the total approved budget.
