BACKGROUND:
The business, Rose Thai Spa, wishes to operate within a former 2-story residence located at 847 N. Center St. The building has an existing front and back entrance and is served by a 13-car parking lot to accommodate both clients and employees. The subject property is zoned OCI, and the proposed business is classified as a health spa without lodging accommodations/massage establishment (health spa). Health spas are classified as a conditional use in the OCI (Office, Commercial, and Institutional District) zoning district.
DISCUSSION:
Rose Thai Spa is classified as a “health spa without lodging accommodation/massage establishment” which requires a conditional use approval in the OCI zoning district, pursuant to Section 6-7F-3:4 (Conditional Uses) of the Naperville Municipal Code. Rose Thai Spa maintains a 2,703 square foot space, which consists of three offices, a nails room, a beauty room, and an esthetics room, on an approximately 8,200 square foot lot. Section 6-9-3 (Schedule of Off Street Parking Requirements) of the Naperville Municipal Code requires health spas to maintain 1 space per service station plus 1 space per employee, which would require 10 parking spaces for Rose Thai Spa. The property has 13 parking spaces for both clients and employees. There is sufficient parking for this use at this site as this is the only tenant on the property and the business only accepts appointments online or by phone - no walk-ins are accepted.
The proposal is consistent with the City’s Land Use Master Plan. The Master Plan designates the subject property as City Corridor, which accommodates commercial services such as a health spa. The proposal will not require modifications to the exterior of the property, which helps ensure continued compatibility with the surrounding land uses. As such, staff is supportive of the conditional use request.
Findings of Fact
The petitioner’s responses to the Standards for Granting a Conditional Use can be found in the attachments. Upon review, staff is in agreement with the conditional use findings and recommends adoption by the Planning and Zoning Commission.
