BOARD/COMMISSION REVIEW:
On November 3, 2022, the Transportation Advisory Board (TAB) recommended tabling approval of the overnight parking exemptions at Vintage Club on Shandrew Drive and Blakley Lane by a vote of 6-0. After gathering public input and Board deliberation from the meeting, City staff brought three alternatives to TAB on December 1, 2022. The Board voted 4-2 to amend the proposed recommendation and approve an alternative that would allow overnight parking and parking only on the east side of Shandrew Drive and the south side of Blakely Lane. The two members that did not support the request cited general concerns with the Overnight Parking Program. The minutes for the November and December TAB meetings can be found as Attachments 2 and 3.

 

BACKGROUND:

The City of Naperville Municipal Code Section 11-2A-8 prohibits on-street parking between 2:00 am and 5:00 am.

 

In recent years, staff has received complaints regarding compliance with the overnight parking ordinance. Areas with lower compliance tend to be townhome communities that have limited parking options due to shorter driveways and single-car garages.

 

In response to the complaints, staff developed an Overnight Parking Pilot Program in 2013 that allowed residents to use a hang tag to park overnight on one side of designated streets. The program required active participation by the homeowners’ association to advertise the program to its residents and manage hang tag distribution. City Council approved the Overnight Parking Program in early 2022. The Overnight Parking Program can be found as Attachment 4.

 

Along with the proposed parking and parking restrictions in the Vintage Club area, the standard City of Naperville Municipal Code Section 11-2A-1 parking prohibitions will still apply. These include no parking:

 

1.                     In any intersection

2.                     In any crosswalk

3.                     Within 30 feet of a stop sign on the approaching side

4.                     Within 20 feet of any intersection or crosswalk

5.                     Within 15 feet of a fire hydrant

6.                     At any place where the vehicle would be within 10 feet of a driveway or would block the use of a driveway

7.                     On any sidewalk

 

DISCUSSION:

Location

Vintage Club (located south of Ogden Avenue, east of Shandrew Drive, north of Blakley Lane, and west of the Ivy Ridge subdivision) submitted a request to participate in the overnight parking program. A map of the area can be found as Attachment 5. The townhomes were built in the early 2000’s and have limited on-site parking options outside of the unit garages.

 

Staff from the Fire, Police, Public Works, and TED departments reviewed and approved the request as all program requirements were met. The Vintage Club also sent a letter with the application detailing the need for the overnight parking exemption. The letter is included as Attachment 6.

 

TAB Consideration - November 3, 2022

At the November 3, 2022 TAB meeting, staff brought an overnight parking proposal for the Vintage Club on Shandrew Drive and Blakely Drive. After public input from residents of the Vintage Club and residents from the neighboring subdivision (Sedgwick), TAB unanimously tabled the item and asked staff to bring back a recommendation with the public input from the meeting considered.

 

Staff alternatives

Staff presented the following three alternatives at the December 1, 2022 TAB meeting.

 

Alternative 1

Parking on the west side of Shandrew Drive from Blakely Lane to Rosedale Avenue and parking on the east side of Shandrew Drive from Rosedale Avenue to Ogden Avenue.

 

Alternative 2

Parking on the west side of Shandrew Drive from Rosedale Avenue to Ogden Avenue and parking on the east side of Shandrew Drive from Blakely Lane to Rosedale Avenue.

 

Alternative 3

Parking on the west side of Shandrew Drive from Paisley Lane to Rosedale Avenue and parking on the east side of Shandrew Drive from Blakley Lane to Paisley Lane and from Rosedale Avenue to Ogden Avenue.

 

Each alternative provides on-street parking on both sides of Shandrew Drive addressing the concerns related to crossing the street and turning around. Parking adjacent to the Vintage Club buildings will be allowed on the south side of Blakely Drive in two alternatives.

 

Vehicles will be allowed to park in these locations during daytime hours. Vintage Club resident vehicles with hang tags would be allowed to park in these locations between the hours of 2:00 am and 5:00 am. Staff found that on-street parking during the last month is utilized by 3-7 vehicles at any given time.

 

Staff reviewed these alternatives with the Police, Fire, and Public Works departments. As separate subdivisions border each side of Shandrew Drive, the operating departments did not object to modifying the proposed on-street parking areas as long as parking is limited to one side of the street.

 

While all three alternatives are acceptable to staff, Alternative 2 is recommended as it provides the most parking, distributes parking locations, and provides more efficiency for city operations (snow plowing, police enforcement, and fire response). A depiction of Alternative 2 can be found as Attachment 7.

 

TAB Consideration - December 1, 2022

At this meeting, residents from the Vintage Club and Sedgwick requested that parking be allowed on the east side of Shandrew Drive as that is where the Vintage Club is located. TAB voted 4-2 to amend the proposed recommendation and approved parking only on the east side of Shandrew Drive and the south side of Blakely Lane. A map showing the new recommended proposal can be found as Attachment 8. The new ordinance can be found as Attachment 1.

 

This amended recommendation allows parking on the side of the street with fire hydrants. While the Overnight Parking Program states that parking is not allowed on the fire hydrant side, staff agrees with TAB’s amended recommendation due to the specific circumstances of this site and public input. Specifically, this location differs from the pilot program areas as Shandrew Drive is adjacent to both the Vintage Club and Sedgwick subdivisions. Additional signage and pavement markings will be utilized to further deter parked vehicles from blocking Fire Department access to the fire hydrants.

Next Steps

Staff will begin the installation of signage in early spring along with the purchase of the hang tags. As with the other overnight parking program locations, the program will be evaluated quarterly and at the end of the first year. Program changes may be made by the City at any time and the City may opt to cancel the program at any time.

 

FISCAL IMPACT:

The additional signage, striping (adjacent to fire hydrants), hangtags will have an anticipated cost of $1,750.
