BACKGROUND:

Sponsored by the Exchange Club of Naperville, the 30th annual Ribfest is scheduled to begin at noon, Friday June 30 and end at 10:00 p.m. Monday, July 3, after the fireworks display.  The event features rib vendors from around the country, as well as various other food and beverage vendors.  Ribfest also features live entertainment, a carnival and family-friendly activities. 

 

DISCUSSION:

2017 Event Overview

Event representatives from the Exchange Club have been meeting monthly with the City, Park District, and Edward Hospital staff to ensure event logistics are coordinated appropriately. 

 

Resident Notification:

The Exchange Club is responsible for notifying residents in and around Knoch Park no less than two weeks prior to the event.  City staff provides addresses to the Exchange Club for residents that may be affected.

 

Site Layout:

Ribfest 2017 will utilize the expanded footprint, first approved in 2010, that incorporates the north and south portions of Knoch Park.  The event will feature one main stage on the north end of the park.  A smaller entertainment stage will be placed in the south park. The carnival and family area will once again be located in the south park. 

 

Ticketing:

Date-specific tickets will be sold online.  The Exchange Club has partnered with the Naperville Fire Department to determine park capacity and will not exceed a specified number of tickets per day. 

 

Alcoholic Beverage Tickets:

A ticketing system will be utilized for the sale of alcoholic beverages.  Event goers will be required to purchase tickets at designated booths throughout the park.  These tickets may be exchanged for alcoholic beverages, in lieu of cash at a beverage tent. 

 

Fireworks:

Weather permitting, the fireworks display will be held on Monday, July 3. As in previous years, admission to the park is free after 7:30 p.m. on the date of the fireworks. 

 

Accessibility Plan:

A link to the Exchange Club website will be provided on the City’s website showing the event’s plan. 

 

Traffic Control and Street Closures:

Maps depicting temporary road closures, No Parking Tow Zones and turn restrictions are attached.  Specifically, Martin Avenue will be closed beginning at 5:00 a.m. Saturday, June 24 through 2:00 p.m. Thursday, July 6.  The designated streets surrounding Ribfest will be restricted to No Parking/Tow Zones from 5:00 a.m. Friday, June 30 through 11:00 p.m. Monday, July 3.  Furthermore, both sides of Washington Street, between Chicago Avenue and Benton Avenue, will be designated as No Parking/Tow Zones beginning at 4:00 p.m. Friday, June 30 through 11:00 p.m. Monday, July 3.  Please refer to the ordinance for a list of specific street closures and No Parking/Tow Zones related to the event.

 

All insurance requirements will be met prior to the event.   

 

FISCAL IMPACT:

The Exchange Club of Naperville has been approved for $223,757 in SECA Grant Funds to cover the cost of City services required to support the event.
