BACKGROUND:
The City of Naperville - Electric Utility (Utility) operates its smart grid network out of two data centers located at the Electric Service Center and the Municipal Center. Both servers run all of the applications required for the smart grid network to function. As part of Capital Improvement Project (CIP) EU080 - Utility Infrastructure Hardware and Metering, the blade server located at the Municipal Center must be replaced.
In August 2023, the Electric Utility issued Bid 23-179, HPE Blade Server Upgrade, to purchase the HPE Blade Server to replace the existing equipment which has reached end of life. The bid also included options for maintenance and support.

Vendors were required to provide pricing for the blade server as well as pricing for a three-year and five-year maintenance and support package. The proposed costs reflect the base bid of $134,447.67 and the five-year maintenance and support package in the amount of $55,617.29 which includes hardware failure replacement, firmware updates, software updates and 24x7 technical support with a guaranteed four-hour response time.
Staff has confirmed with Continental Resources Inc. that the pricing is accurate.
The blade server is expected to be delivered by December 15, 2023. Utility staff will complete installation. The maintenance and support term will be from December 15, 2023 to December 31, 2027. Term of contract is from date of award to December 31, 2023.
FISCAL IMPACT:
CIP#:EU080
The HPE Blade Server upgrade is related to the work being done in EU080. In 2023, $466,000 was budgeted in the below Infrastructure account for EU080. Additionally, this server upgrade will also have a maintenance component which will be budgeted in the below Software and Hardware Maintenance account. While the 2024 budget is still being developed, staff will ensure the proper amount is budgeted in 2024 to accommodate this expense.
