BACKGROUND:
The Water Utilities issued Bid 21-372 seeking vendors to provide cast iron manhole and catch basin frames and grates for the Water Utilities and Department of Public Works. The bid consists of numerous types of manhole castings and grates used for storm sewer inlets, manholes and catch basins, as well as sanitary manholes and water valve vaults procured by both departments.

Only one bid response was received. Staff contacted the supplier of manhole covers and grates prior to the bid opening. Neenah Foundry Company stated that the selected products within the specification need to be fabricated and is currently cost prohibitive, which is likely a factor for the minimal bid response.
Although only one bid was received, staff recommends the award to EJ USA, Inc. Staff compared bid prices to pricing received in previous requests for quotes and pricing is comparable. Additionally, staff previously procured materials from EJ USA, Inc. and has had no issues with their products.
The term of the contract is from date of award until December 31, 2023.

Cast iron manhole covers and grates are expensed to the supplies and infrastructure accounts listed below. Manholes and grates purchased for general replacements will be expensed to the operating supplies account in the Water and Wastewater Utilities. A total of $121,000 is tentatively budgeted for various supplies in 2022, pending Council approval later this year. An additional $255,000 is tentatively budgeted for the capital stormwater projects in 2022. The remainder of this award will be budgeted appropriately in 2023.
