BACKGROUND:

In 1997, two centrifuges were installed at Springbrook Water Reclamation Center to dewater biosolids from approximately 1.4% solids to 19% solids. This process reduces the volume of material that must be stored and the costs of seasonal disposal. These two centrifuges are operated through two separate control cabinets in the processing building. The control panels were manufactured by Viscotherm AG and purchased through the sole-source sales representative Centrisys CPN.

 

Currently, the wiring, electronics, and programmable logic controllers in the control panel have become unreliable due to age and can result in operational failure, unproductive staff time, and costly callouts of maintenance staff. It is now necessary to replace the existing control panel and upgrade it with newer technologies.

 

DISCUSSION:

A one-time purchase of a new control panel and related electronics for one of the centrifuges is being requested, and the sole source procurement method is recommended due to the specialized nature of the equipment.

 

The lead time for the control panel and associated equipment is approximately 45 weeks. As such, staff recommends purchasing the panel in advance of hiring a contractor to perform the installation work to avoid any potential delays in the process.

 

Water Utilities staff has identified Centrisys CPN as the sole source supplier of original replacement parts and accessories for centrifuges, including hydraulic back drives, and control panels. Centrisys CPN offers a guarantee that all parts and accessories will meet the original equipment manufacturer’s standards.

 

FISCAL IMPACT:

CIP #: WW044 - SWRC Miscellaneous Process-related replacements

 

Miscellaneous process-related upgrades and replacement equipment for the SWRC are expensed to the account number listed below. A total of $200,000 was budgeted for the Centrifuge panel replacement as part of the Water Capital program. The requested award, including the contingency, is within budget.
