BACKGROUND:
The City Manager awarded Contract #24-251 to Mills-Winfield Engineering on October 16, 2024, for a 30-month term from January 1, 2025, to June 30, 2027. The purpose of this contract is to purchase sole source parts to rebuild aerators at Springbrook Water Reclamation Center (Springbrook).
DISCUSSION:
This Change Order is requested to add funds to the 30-month contract. Springbrook recently exhausted its inventory of spare parts from salvaged aerator units. Aerator rebuild costs are unpredictable because it is unknown when the next aerator will fail, and which parts will be needed depending on the reason for failure. Over the past five years, annual spending for aerator parts has been as low as $1,400 and as high as $58,000. This year’s cost to date is $74,000.
To respond to emergency failures, at least one complete spare aerator must be on hand, plus parts in inventory to rebuild another. An additional $50,000 is estimated to replenish inventory through the end of the contract period on June 30, 2027.

The costs for parts and services needed for aeration equipment are budgeted in the Equipment Parts account listed below. A total of $66,000 is proposed for these items as part of the 2026 Budget. Year-to-date, $68,278 has been spent on aeration equipment. The requested award totals $50,000; it is expected that this overage can be accommodated in the 2026 Budget. Staff will continue to monitor expenses to ensure they remain within the total approved budget.
