BACKGROUND:
The Sanitary Sewer Manhole Rehabilitation Program is part of the Water Utilities’ IEPA-required Capacity, Management, Operation, and Maintenance (CMOM) Plan and IEPA-required 10-year Infiltration and Inflow Reduction Program under Naperville’s NPDES permit IL 0034061.
In November 2024, Water Utilities solicited pricing through a cooperative contract, from Hoerr Construction, Inc. to rehabilitate 32 sanitary manholes in the City of Naperville that were degrading from hydrogen sulfide gases.
The specifications given to Hoerr Construction require the installation of a non-cementitious coating to all interior surfaces including channel, bench, barrel, cone, and chimney sections of the manhole. Over the past 20 years, the coating product for this project has performed well, withstanding winter freeze-thaw cycles without cracking.
DISCUSSION:
In support of the City’s priority of providing infrastructure, electric service, and water/wastewater services that are reliable and safe, staff is requesting to utilize the approved cooperative contract, Omnia partners Public Sector, Contract 23-065-PW (3) led by DuPage County, IL through Hoerr Construction, Inc. Hoerr will rehabilitate 32 sanitary manholes with a non-cementitious epoxy coating. This coating will restore structural integrity while protecting from any future hydrogen sulfide gas degradation.
The term of contract is from date of Award to November 1, 2025

Rehabilitation of the sanitary sewer systems is a component of the Water Utilities Capital Improvement Program. The 2025 approved budget allocates $690,000 for this program. The requested award, including the contingency amount, falls within the budget and will be expensed to the account number listed below.
