BACKGROUND:
On April 5, 2022, the City Council awarded Contract 22-100, Transmission & Distribution Engineering Services, to Primera Engineers for a two-year term from April 5, 2022, to April 4, 2024, with three, one-year options to extend. The purpose of this contract is to have a long-term strategic contract with an engineering firm.
DISCUSSION:
During the original term of the contract, Primera Engineers completed engineering design for two relay replacement projects and initiated engineering on two others. The relays being replaced are past useful life and have experienced failures over the last two years causing inadvertent tripping and outages. The replacement projects designed by Primera were successfully installed in 2023.
Primera will soon begin detailed design on four new projects with the following expected completion dates:
1. Pebblewood 138kV circuit breaker replacement (2024)
2. Meadows 138kV circuit breaker replacement (2024)
3. Springbrook 138kV circuit breaker replacement (2025)
4. Route 59 relay and 138kV circuit breaker replacement (2025)
Based on the vendor’s performance, the Electric Utility recommends extending the contract for the first two option years, to maintain continuity with the scheduled projects. Primera has agreed to maintain the rates and terms provided for under the contract which include a 3% escalation each option year.
The term of the first option year is April 5, 2024, to April 4, 2025, and the second from April 5, 2025, to April 4, 2026, with one, one-year option remaining on the agreement.

Transmission & Distribution Engineering Services are expensed to the Infrastructure account listed below. The cost of the engineering is included in various project budgets. In 2024, the Electric Utility budgeted $15,179,200 for capital infrastructure projects. The first option year can be accommodated within the 2024 budget, and staff will ensure the proper amount is included in the 2025 budget to accommodate the second option year.
