BACKGROUND:
The City Council awarded Contract 24-230 to Dahme Mechanical Industries, Inc., with an anticipated completion date of March 15, 2026. The project scope includes replacing existing control valves, butterfly valves, pressure gauges, pressure transmitters, and associated piping at both West Waterworks and PAS 15E. Additional work includes installing a new remote programmable logic controller, replacing two drainage pumps and reservoir hatches, painting the mechanical room at West Waterworks, constructing a new shelter, and performing drainage earthwork at PAS 15E.
The construction was delayed due to supply chain issues. Therefore, on December 1, 2025, the City Manager approved Change Order #1, granting Dahme Mechanical Industries, Inc. an additional 61-day extension to the construction contract.
DISCUSSION:
Construction has progressed smoothly. However, additional time is required for the following reasons since Change Order #1:
1. Resolving conflicts with electrical conduit routing required demolition and reinstallation of pump cabling, which was not included in the original scope.
2. Reservoir disinfection work at West Waterworks, performed by a City contractor, has taken longer than expected and has delayed this project’s construction progress.
3. Additional halogen sensors requested by the City require procurement lead time and additional installation work.
Therefore, the contractor has requested a 91-day time extension. The revised completion date will be August 14, 2026.
This Change Order is necessary to provide the contractor with adequate time to procure the required halogen sensors, complete installation and testing, and allow for the City’s final acceptance. The requested extension will not negatively impact the operation of the existing station.
