BACKGROUND:
The Water Utilities issued Bid 19-057, North Pump Station Interceptor Sewer Phase 2, seeking a contractor to rehabilitate the aging sanitary interceptor sewer with either stream/hot water or glass-reinforced UV cured-in-place lining. This is the second phase of a four-phase project to rehabilitate the North Pump Station interceptor. When completed, the interceptor sewer and all manholes from the Fort Hill Drive and Jefferson Avenue intersection to the wet well at the North Pump Station will be rehabilitated. All four phases are anticipated to be completed by 2021. This phase of the project includes rehabilitation 2,706 feet of 24-inch pipe, 952 feet of 27-inch pipe and 368 feet of 30-inch existing sanitary sewer pipelines. Along with pipeline rehabilitations, 15 manholes will be rehabilitated.
The noted interceptor sewer is located in the parkway/street, from the intersection of Fort Hill Drive and Jefferson Avenue to the intersection of Whispering Hills Drive and Jefferson Avenue. Ground and surface water enter the sewer system through cracks and fissures in pipe and manholes, taking up system capacity, which contributes to sanitary sewer overflows and basement backups. The cured-in-place rehabilitation process is a structural liner that will restore the asset’s structural integrity, seal cracks and fissures, and significantly reduce water from infiltrating and inflowing into the sanitary sewer system.
This is the last of three interceptors to the North Wastewater Pump Station requiring rehabilitation. The North Pump Station serves the Cress Creek, Wil-O-Way and Brush Hill Subdivisions.

Staff confirmed with Insituform Technologies USA, Inc. they understand the scope of work and can complete it. Staff has also worked with this contractor in the past and the work has been satisfactory. The completion date for the work is December 31, 2019.

Sanitary Interceptor lining is expensed to the infrastructure account listed below as a part of the capital improvement program. A total of $4,011,000 is budgeted for WWU06 in 2019. The requested award is within budget.
