BACKGROUND:

Unit 341 is a planned 2019 vehicle replacement that was approved through the 2019 budget process.  Vehicles and equipment are evaluated for replacement based on four criteria: age, usage, condition and repair costs.  Units must receive a score of 28.0 or greater to be recommended for replacement; this vehicle exceeds the minimum score as shown in the table below.

DISCUSSION:

Unit 341 is a 2007 International MedTec ambulance used by the Fire Department - Operations Division to provide patient care and transport 24 hours per day in the event of medical emergencies. The unit also provides medical emergency support during special events throughout the City.

The replacement unit will be a 2020 Freightliner M2 Chassis with Horton ambulance conversion and will perform the same duties as the current unit.  Using the City’s specifications, Foster Coach Sales, Inc. has quoted the ambulance in the amount of $281,564. The new unit will be delivered in approximately nine months.

The quote includes an option for anti-idling technology, which is currently being investigated by staff. The anti-idling technology would provide battery operation of heat and other accessories used for patient care while eliminating the need to keep the engine running. This would reduce pollution in the patient care area, reduce inhalation of tailpipe emissions by patients and staff, eliminate engine noise and improve staff communication and safety during a response.

The existing Unit 341 will be auctioned by one of the City’s auctioneers.

The ambulance is available on the Suburban Purchasing Cooperative (SPC) contract #174, an approved cooperative through Foster Coach Sales, Inc.
