BACKGROUND:

The Transportation, Engineering and Development (TED) Business Group issued Bid 24-015 seeking contractors to perform annual street patching throughout the city. The project involves replacing isolated sections of deteriorated pavement with hot-mix asphalt to varying depths, depending upon severity. The strategy is used on streets in relatively good condition but exhibiting isolated defects. Additionally, this project will install permanent patches to take care of potholes that developed over the winter months. This maintenance program prolongs the life of streets, ultimately saving money.

The Engineer’s Estimate is based on the contract unit prices from the 2022 and 2023 pavement patching programs, adjusted to account for inflation.

The 2024 Pavement Patching program is expensed to the Infrastructure account listed below. This is related to MP009, Street Maintenance Improvement Program (MIP), which $13,000,000 is budgeted for in 2024. Within the overall project budget, TED anticipated $600,000 would be needed for pavement patching. The requested award is within budget for this expense.
