BACKGROUND:

The Department of Public Works - Public Buildings Operation (DPW-PBO) is responsible for ensuring the City’s elevators are properly maintained. The City currently owns and maintains 12 elevators within seven City facilities. Except for the Water Street Parking Deck elevators, the average age of the elevators is 20 years. In 2023, Otis Elevator Company fully inspected all elevators and developed a five-year plan outlining upgrades and repairs necessary to modernize and/or bring elevators up to code.

 

DISCUSSION:

This project is the third year of the five-year plan to perform work on City-maintained elevators as part of CIP project MB216, Elevator Modernization and Repair. Based on the full inspection and service history reports, the two elevators at the Police Department and the elevator at the Community Concert Center are scheduled next.

 

All three elevators require the installation of the Optishield door protection shield and closed loop door operator.  The protection shield will prevent the doors from closing on a passenger or other object passing through the elevator door. The operator will ensure the time the door remains open and that it meets ADA requirements. These improvements will enhance safety, improve the performance of the elevators, and bring the elevators in compliance with current building and ADA codes.

 

In addition to the programmed work and partnership with the IT Department, Otis Elevator will install a 4G VoLTE cellular bridge for each emergency phone located in all 12 elevators. This will convert the service from a more costly landline to a cellular service. The cellular service is provided exclusively by Wurtec through a separate agreement.

 

The service work is available on the OMNIA Cooperative Contract #2019001563, an approved contract with Otis Elevator Company.

 

The term of the contract will be from the date of award to December 31, 2025.

Elevator modernization and repairs are expensed to the Building Improvements account below. This work is related to MB216, Elevator Modernization and Repair, which has a budget of $150,000 in 2025. The requested award of $196,231.22 exceeds the budget by $46,231.22. Staff will continue to monitor costs associated with capital projects and adjust spending as needed to accommodate this award within the 2025 budget.
