BACKGROUND:

The Naperville Police Department (PD) facility was built in 1990 and currently serves a working population of approximately 276 employees. Several areas within the building have age-related issues, lack sufficient technology, and require security improvements. Remodeling the building to include security and technology upgrades will enable staff to perform their duties efficiently and securely. An architect examined the entire police facility and developed a comprehensive list of repair and remodeling recommendations to create a purposeful and systematic plan to address the projects over several years.

 

In 2022, the PD budget included a multi-year capital improvement project to update key spaces within the facility, beginning with the installation of improved gates and security fencing around the campus. 

 

The project continued in 2023 with the remodel of the sergeant and commander work areas in the Patrol Division. During this time, the City’s architectural and engineering vendor, Kluber Inc., completed an assessment of the Investigations area and completed specifications and drawings for its renovation that began in 2024. Phase I of this project was completed in 2024, and Phase II of the Investigations remodel is expected to be completed in 2025.

 

The 2025 facility plan also includes renovations to the locker rooms as they are outdated, overcrowded and no longer designed to securely store officer's personal and professional items.

The locker room renovation includes removing and replacing all floor and wall tiles, personnel lockers, reworking the shower areas to provide private shower stalls and installing new plumbing fixtures, replacing in-wall plumbing supply and waste lines, new ceiling tiles and lighting and upgraded electrical circuits.

 

The architect specified two different locker systems for the project. A standard locker system and an upgraded locker system that works with the building's return air system, which draws return air through the lockers to aid in drying towels, boots, clothes, etc.  With the bids coming in under the estimate, PD is requesting to accept the alternate bid for the upgraded locker system.

 

Staff recommends Lite Construction for the award as the lowest responsive and responsible bidder for the procurement of construction services, as defined by section 1-9B-7 of the Procurement Code (RBO-qualified).

 

The completion date of this project is December 31, 2025.
