BACKGROUND:

The South Interceptor and Royal St. George Trunk Sewers are two of 14 large trunk sewers in the Water Utilities sanitary sewer system. On a daily basis, these critical assets transport millions of gallons of wastewater from the North, East and South portions of the city to the North Wastewater Pump Station and the Springbrook Water Reclamation Center. 

 

Multi-sensor internal (MSI) inspection combines closed-circuit television (CCTV) inspection with sonar and laser technologies to provide a condition assessment of the entire interceptor, including debris amounts under the existing water levels that may not be visible with Traditional CCTV.

 

DISCUSSION:

In December 2023, the City issued Bid 23-253, “MSI Inspection and Condition Assessment of South Interceptor and Royal St. George Trunk sewers” for a contractor to provide a multi-sensor internal inspection of approximately 25,489 linear feet of the interceptors. This work includes advanced pipeline assessment of the existing 24”, 30”, 36”, and 42” diameter reinforced concrete (RCP) pipelines. Also, included is processing of the multi-sensor inspection data and full delivery of the data in digital/electronic, hardcopy report and video format. The project includes all software or compatible viewing applications needed for complete usage of the inspection data including processed laser and sonar data along with pan and tilt capabilities for CCTV with compatible viewing applications.

MSI Inspection and condition assessment of the interceptor is expensed to the account number listed below. A total of $150,000 is budgeted for this service in FY2024. The requested award exceeds the budget for this service by $41,168, however the overage is accommodated within budget as a result of amounts approved related to IEPA mandates. Staff will monitor expenditures to ensure compliance with budgetary guidelines.
