BACKGROUND:

The City of Naperville is completing the design and permitting for the improvements to the 87th Street Bridge over Springbrook Creek. The bridge is located approximately a quarter mile east of Plainfield-Naperville Road. There are existing wetlands within the project limits that will be impacted and cannot be mitigated as part of the project.  The only mitigation option available is to purchase wetland credits from an approved wetland bank.

 

The US Army Corps of Engineers (USACE) is the regulatory agency responsible for wetland permitting. USACE has agreed that wetland banking is appropriate for this project.

 

DISCUSSION:

The Army Corps has approved the establishment of the Mill Creek Wetland Bank (located in the Des Plaines River watershed) with wetland mitigation credits available for purchase.

 

The project impacts 0.076 acres of wetland. Due to the quality of the existing wetlands and the impacts caused by the project, a mitigation ratio of 1.5 to 1 is required which results in 0.11 acres of wetland mitigation. The cost of wetland mitigation credits is $200,000 per acre. The total fee to mitigate 0.11 acres of wetland impacts within the Mill Creek Wetland Bank, LLC is $22,000 which will satisfy the Army Corps permitting requirements.

 

The Mill Creek Wetland Bank, LLC requires entering into an agreement to purchase wetland mitigation credits. Attached is the agreement between the City and Mill Creek Wetland Bank, LLC to purchase wetland mitigation credits from the Mill Creek Wetland Bank.

Wetland mitigation fees will be expensed to the Infrastructure accounts listed below as a part of capital improvement project BR019 - 87th Street Bridge Reconstruction Over Springbrook Creek. The 2026 budget includes $145,000 for engineering and construction costs. The City will pay the $22,000 fee.
