BACKGROUND:
Staff received a request to evaluate the intersection sight distance at Porter Avenue and Loomis Street from a local resident. The request cited concerns regarding the sight distance when vehicles are parked along the east side of Loomis Street both north and south of the intersection.
In the review of the sight distance concerns, staff used the stopping sight distance and intersection sigh distance set forth by the American Association of State Highway and Transportation Officials (AASHTO).
DISCUSSION:
Based on the recent review of the sight distances, crash history, and speed data, staff is recommending removing two on-street parking spaces north and south of the intersection of Porter Avenue and Loomis Street. The removal of the on-street parking will improve the sightlines and improve intersection safety.
Staff sent out a related neighborhood survey and exhibit in November of 2023 to the residents along the east side of Loomis Street as well as North Central College located on the west side of the street. The survey proposed the elimination of the first two parking space both north and south of the intersection of Loomis Street and Porter Avenue. The survey response from the 12 adjacent resident and north central college is summarized in the table below:

The results of the resident survey showed one hundred percent (100%) of the neighborhood is in support of extending the “No Parking” zone 80 feet north and south of Porter Avenue. Per prior TAB guidance, a “non-response” is considered in support of the recommendation. A minimum of 60% of resident support is needed for TAB consideration.
The attached ordinance will rescind the existing parking restrictions on the east side of Loomis Street and replace it with a parking restriction that extends 80 feet north and south of the centerline of Porter Avenue.
