BACKGROUND:

On September 6, 2022, the City Council approved Bid 22-180, Southwest Wastewater Pump Station, to Integral Construction, Inc for an amount not to exceed $1,322,000, plus a 3% contingency.

 

The work includes replacing the existing three submersible pumps, pump variable frequency drives (VFDs), and piping. The project also includes installing two new mixers, mixer VFDs, upgrading the existing SCADA, and installation of associated conduits and wires.

 

The original contract completion date was July 1, 2023. On June 20, 2023, and October 17, 2023, the City Council approved Change Order #1 & #2 to extend the completion day to December 31, 2023. The reason for these two extensions were due to unforeseen delays in the supply chain for VFD deliveries.

 

DISCUSSION:

Since the approval of the last Change Order, the project has encountered additional unforeseen difficulties which require an extension of the deadline. They are as follows:

 

1.                     The existing structural modifications required additional beam support, necessitating more time for structure design and installation.

2.                     The hatch needed to be reordered as per discussions with the city and engineer.

3.                     Due to the holiday season, the staff at pump manufacturer Xylem were all booked and unable to attend the startup until January 2024.

                                  

As a result, the contractor has submitted a request for a time extension of 60 days. Consequently, the revised project completion date will be February 29, 2024. While the contractor has been diligently working with City staff to overcome the above issues, this Change Order is necessary to provide the contractor with sufficient time to complete equipment installation, preparation for the start-up, and to allow for the City’s final acceptance. This delay will not cause any operation difficulties and will not result in additional costs for the City.

 

FISCAL IMPACT:

CIP: WW054 - Southwest Wastewater Pump Station

 

This Change Order has no direct fiscal impact, as it is just an extension of time. However, WW054 was not included in the 2024 budget since it was anticipated this work was going to be completed in 2023. Staff is confident the delayed work can be accommodated within the 2024 budget.
