BACKGROUND:
Sponsored by Indian Community Outreach, the 4th Annual India Day Parade and Celebration will be held Sunday, August 12 in recognition of India Independence Day.
DISCUSSION:
As with all events, the Special Event Team’s top priority is to minimize impact on residents, businesses, churches, and overall traffic flow. The organizers partnered with the City, Naperville Park District, Edward-Elmhurst Hospital, and the Downtown Naperville Alliance (DNA) to develop the parade route and celebration.
The celebration at Knoch Park will begin at 11:00 a.m. and feature concert entertainment, beer and wine, food vendors, and exhibitors. This is a free event and organizers are estimating 10,000 visitors. The parade will kick off from Naperville Central High School at 4:00 p.m. A ten-minute fireworks display will begin at 9:00 p.m. to conclude the event.
Alcoholic Beverage Tickets: The event organizers will utilize a ticketing system for the sale of alcoholic beverages. Event goers will be required to purchase tickets at designated booths to be exchanged for alcoholic and non-alcoholic beverages in lieu of cash. The beverage tents will be double fenced and will have food for purchase.
Accessibility Plan: The City’s accessibility plan has been discussed with the organizers and ADA viewing areas will be available on the parade route and in front of the main stage at Knoch Park.
Parking and Traffic: An ordinance is required to close streets and tow vehicles parked on the parade route and near Knoch Park. The parade route and streets affected by the route will be No Parking/Tow Away Zone from 11:00 a.m. until 7:00 p.m. The parade route streets will be closed at 3:30 p.m. until approximately 7:00 p.m. Designated residential streets surrounding Knoch Park will be restricted No Parking/Tow Away Zone from 3:00 p.m. until 10:00 p.m.
The streets of the parade route and residential streets surrounding Knoch Park will re-open to vehicular traffic and No Parking Tow/Away Zone signs are removed as soon as the Naperville Police Department determines it appropriate based on public safety. Staff will post informational signs one week prior to the event and traffic control information will be available on the City’s website.
Resident and Business Notification: City staff has provided the organizers with a mailing list of all residents and business directly on the route and in the immediate vicinity of the event. As with all events, the organizer is responsible for sending notification approximately two weeks prior to the event.
Fireworks: Weather permitting, a ten-minute fireworks display will begin at 9:00 p.m. and conclude the event. The event organizers have partnered with the City, Naperville Park District, Edward-Elmhurst staff, and Melrose Pyrotechnics to develop a safe plan for this event.
FISCAL IMPACT:
Indian Community Outreach received $32,000 in SECA Grant Funds to cover the cost of City services required for the event. Any City service costs in excess of the grant fund will be billed to the organizers.
