BACKGROUND:
Per the terms of the Intergovernmental Agreement for maintenance of the Naperville Riverwalk, the City of Naperville is responsible for all capital maintenance improvements over $25,000. Smaller-scale improvements are managed by the Naperville Park District as part of overall Riverwalk maintenance.
The roofs at the Grand Pavilion, and on the covered bridge adjacent to Fredenhagen Park, have reached the end of their useful lives. Heavily worn sections of the covered bridge roof were replaced several years ago but now the entire 23-year old roof is in need of a complete replacement.
The covered bridge roof will be replaced with a similar cedar shake roof while the asphalt shingle roof of the Grand Pavilion will be replaced with a synthetic shingle. The Riverwalk Commission has used the synthetic shingles on several other structures on the Riverwalk with great success. None of these roofs have required any maintenance or replacement since installation, and some have been in place for over 15 years.
In October 2022, the TED Business Group on behalf of the Naperville Riverwalk Commission, issued Bid 22-310, Grand Pavilion and Covered Bridge Roof Replacements for pubic bid.

While only one bid was received it was below the engineer’s estimate. Staff believes the single bid is due to the type of roofing materials specified and the time of year. Both specified shingles require roofing contractors who are qualified to install these materials. The Riverwalk Commission considered using a more popular shingle, but the covered bridge would lose its aesthetic appeal. Even though the cedar shakes require maintenance and replacement over time it is those shingles that define our covered bridges.
While the synthetic shingles cost more than a traditional asphalt shingle, our experience has shown that these shingles last considerably longer and require less maintenance. The additional up-front cost and limited bidders is worth the greater performance of this material.
The completion date of this project is April 29, 2023.
FISCAL IMPACT:
CIP#: PA051
Per the agreement between the City of Naperville and the Naperville Park District, the City is responsible for capital improvements that have a cost over $25,000. Replacement of the Grand Pavilion and Covered Bridge roofs were included in the 2022 budget, which included $170,000 for Riverwalk capital projects, including PA051. The requested award is within budget.
