BOARD/COMMISSION REVIEW:
At the August 20th BRB meeting staff presented one potential amendment to the existing International Building Code. Staff recommended deleting exceptions #1 and #2 from Section 1009.2.1, deleting these exceptions would require elevators to be made an accessible means of egress where a floor is four or more stories above or below a level of exit discharge if automatic fire sprinklers are present in the building. To be considered accessible, elevators would require standby electrical power and be accessed from an area of refuge. Staff is removing this recommendation due to the significant financial burden it would place on the developer/owner to provide dedicated standby electrical power and the equipment and labor associated with installation and maintenance. Removing this recommendation in no way removes the requirement for an elevator, only the additional requirement for standby power and an area of refuge.
BACKGROUND:
Title 5 of the Naperville Municipal Code outlines the City’s building regulations. Every six years or as required, the City adopts the then current applicable state, national and/or international building codes with or without local amendments.
A complete matrix highlighting the significant changes identified for each code section is attached. Within the attached table, an analysis is included for each code change, including whether the change is more or less restrictive, as well as the potential impact on cost and safety.
Where reasonable and consistent with City policies, staff recommends the adoption of the ICC set of codes as presented. However, there are items that do not meet these criteria and are therefore proposed as a local amendment. The significant changes and the proposed local amendments to the International Residential Code are provided below.
DISCUSSION:
Staff identified 58 significant changes to the 2024 IBC in the attached matrix. Staff is proposing no new amendments and keeping the existing amendments to the IBC.
