BACKGROUND:

The sanitary sewer service lateral lining and Vac-A-Tee programs are major components of the Water Utilities infiltration and inflow reduction program. The sanitary sewer service lateral lining is also part of the City’s IEPA required CMOM and 10-year Infiltration and Inflow Reduction programs.

 

In March 2020, the City Council awarded Bid 20-032, Sanitary Sewer Service Lateral Lining and Vac-A-Tee, to Performance Pipelining, Inc. (PPI) for a 10-month term, from the date of award through December 31, 2020, with two one-year optional renewals.

 

Quantities completed in the original term of the contract include:

 

1.                     Rehabilitation of 132 sanitary service laterals in the downtown and North Central College areas; and

2.                     Installation of 174 Vac-A-Tees for the lateral rehabilitation program in the downtown and college areas and the lateral grouting program in the Cress Creek area.

 

Quantities completed in the first optional extension include:

 

1.                     Rehabilitation of 165 sanitary service laterals; and

2.                     installation of 237 Vac-A-Tees for the lateral rehabilitation program.

 

DISCUSSION:

PPI performed well during the first extension of the contract. During the current term, PPI installed and completed work without issues and provided outstanding customer service to all residents involved in this project. During the final contract extension, PPI anticipates installing approximately 211 Vac-A-Tees and 169 lateral liners.

 

PPI agreed to renew the contract with no increases in cost. The final renewal term is January 1, 2022 through December 31, 2022.

Lateral lining is expensed to the infrastructure account listed below, as part of the capital improvement program. A total of $3,990,000 is budgeted for WW006 in 2022.
