BACKGROUND:
The City of Naperville maintains approximately 500 centerline miles of streets, including numerous arterial and collector roadways. Traffic flow and congestion on major roads have been a long-standing concern identified through past community surveys. Minimizing congestion on arterial roads and intersections also reduces travel times, lowers emissions and reduces unnecessary traffic on neighborhood streets.
Acknowledging that new development results in additional traffic on City streets and that capacity improvements were needed to accommodate the additional traffic, the City of Naperville assessed a road impact fee between 1988 and 2008. The purpose of the fee was to assess developers for the proportionate share of the costs of the improvement of the arterial road system.
A key component of the impact fee process was the development of the Road Improvement Plan. This plan consists of several road corridor and intersection capacity improvements needed to meet a minimum level of service requirements within a 20-year timeframe. A detailed traffic model was developed to identify capacity deficiencies and new improvements. The projects included in the approved Road Improvement Plan were added to the City’s Capital Improvement Plan. Many were implemented over the past 15 years.
Since the impact fee program was discontinued in 2008, and the associated model is approaching the end of its 20-year traffic projection, an updated high-level analysis of current and projected traffic conditions on the City’s road network is needed.
In August 2024, the Transportation, Engineering and Development (TED) Business Group issued RFQ 23-094, Road Improvement Plan, to update the previous Road Improvement Plan. This will identify the location of road and intersection capacity issues and the modifications needed to reach acceptable levels of service. These improvements will be incorporated into the City’s future Capital Improvement Program as new projects to be evaluated in further detail.

A selection team comprised of staff from the TED Business Group and the Department of Public Works evaluated the responses, which were scored based on the criteria set forth in the RFQ:
1. Capability, Capacity and Qualifications of the Offeror (45%)
2. Suitability and Quality of the Approach/Methodology (40%)
3. Milestones and Deliverables (10%)
4. Outcomes to be Achieved (5%)
After reviewing and scoring of the responses, the selection committee invited the top two vendors, Civiltech Engineering and Kimley-Horn and Associates, to attend interviews and conduct presentations. Following the completion of the interviews, the selection committee rescored the vendors. The vendor with the highest qualification score, Kimley-Horn and Associates, is recommended for the award. After reviewing the responses and interviews, Kimley Horn and Associates was determined to be the most qualified firm. Following the selection process, staff negotiated the scope and fee for the project.
Project Scope
The scope of the project includes the tasks identified in the following bullet points to evaluate the City’s roadway network under existing and projected 2050 traffic conditions.
• Data collection
• Develop traffic projections for 2050
• Existing and future intersection and roadway corridor capacity analysis
• Safety review of key locations
• Develop recommended improvements and cost estimates
• Stakeholder engagement
• Transportation Advisory Board (TAB) and City Council Review
Final City Council consideration of the updated Road Improvement Plan is tentatively scheduled for the summer of 2025.
Implementation of the Road Improvement Plan
As noted, the plan will identify improvements needed to reach acceptable levels of service on the major City roadways. Projects will be incorporated into the Capital Improvement Program for further evaluation and engineering. In addition, although the Road Improvement Plan Update is primarily focused on roadway capacity and operations, potential mobility needs for other transportation modes will be identified for future study. Data and analysis gathered from the Road Improvement Plan update process will also help inform the update to the City’s Bicycle and Pedestrian Plan that will be initiated later in 2024.
Kimley-Horn and Associates agreed to perform the above scope for a fee of $155,220. The term of the contract is two years from the date of contract execution.

The development of the Road Improvement Plan is expensed to the Architect and Engineering Service account listed below. In 2024, TED included $150,000 in the budget for these services. This award spans two budget years, and there are sufficient funds in the 2024 budget to cover the expenses associated with this work in 2024. Staff will ensure that any remaining amount needed is included in the 2025 budget.
