BACKGROUND:
Stormwater management and the City’s storm sewer system are key components in addressing flooding and protecting property. As the City’s system continues to age and be modified, analysis of problem areas is needed. For example, the City has seen an increase in the frequency of certain neighborhoods being inundated by short-term, high-intensity rainfall events. While the top priority will remain to keep stormwater out of homes, modifications to the system can be made to reduce the depth, duration, and frequency of stormwater in streets and yards.
Staff will also use the consultants to prepare and submit documents to the Federal Emergency Management Agency (FEMA), the Army Corps of Engineers and DuPage County, such as flood map letters of revision and complex permits. We will also look to the consultants for assistance and their experience in using new technologies to leverage the most out of the City’s stormwater management system.
In March 2024, the Transportation, Engineering and Development (TED) Business Group issued RFQ 23-248, Stormwater Management Engineering Services, to select a shortlist of qualified and experienced consulting firms to provide engineering services for storm water management and special management area projects. This shortlist is intended to supplement internal staff resources to develop innovative and cost-effective flood reduction solutions to reduce the impact of short-term, high intensity rainfall events.

A selection team comprised of staff from the TED Business Group and the Department of Public Works evaluated the responses, which were scored based on the criteria set forth in the RFQ:
1. Capability, Capacity and Qualifications of the Proposer (35%)
2. Suitability and Quality of the Approach (30%)
3. Milestones and Deliverables (25%)
4. Outcomes to be Achieved (10%)
After review and scoring of the responses, the consultant scores were finalized, and four consultants were selected for the shortlist: V3 Companies of Illinois, Civiltech Engineering, Engineering Resources Associates Inc. and Alfred Benesch & Company.
Per the RFQ document, vendors will be selected based on qualifications and/or costs depending upon the complexity of the projects. In addition, the City retains the right to use the services of a successful vendor for future phases of a specific project. Selection will not be on a rotational basis.
The term of the resulting contracts is five years from execution of the Master Services Agreement with two, two-year options to extend.
FISCAL IMPACT:
This award creates a shortlist of qualified vendors for future work, as a result there is no direct fiscal impact associated with this award. Expenses are not incurred until project work is awarded to a vendor.
