BACKGROUND:

In February 2026, the Water Utilities solicited pricing under cooperative contract 23-065-PW (3), Trenchless Rehabilitation and Maintenance Pipeline Infrastructure, from Hoerr Construction, Inc., to rehabilitate 66 sanitary manholes that are degrading due to hydrogen sulfide.

 

The specification given to Hoerr Construction, Inc. requires the installation of a non-cementitious coating to all interior surfaces, including the manhole channel, bench, barrel, cone and chimney sections of the manhole. Over the past 21 years, the coating product used for the project has performed well, withstanding winter freeze-thaw cycles without issue, preventing hydrogen sulfide erosion and stopping groundwater infiltration.

 

The Sanitary Sewer Manhole Rehabilitation Program is part of the Water Utilities’ Illinois Environmental Protection Agency (IEPA) required Capacity, Management, Operations and Maintenance (CMOM) Plan and IEPA required 10-year Infiltration and Inflow Reduction Program under Naperville’s National Pollutant Discharge Elimination System (NPDES) permit IL 0034061.

 

DISCUSSION:

In support of the City’s priority of providing infrastructure, electric service, and water/wastewater services that are reliable and safe, staff recommends approving the award of cooperative contract to Omnia Partners Public Sector, Contract 23-065-PW (3) led by DuPage County, IL through Hoerr Construction, Inc.

 

Hoerr will rehabilitate 66 sanitary manholes with a non-cementitious epoxy coating. This coating will restore structural integrity while protecting from any future hydrogen sulfide gas degradation.

 

The term of this contract is from the date of award to November 1, 2026.

 

FISCAL IMPACT:

CIP #: WW006 - Sanitary Sewer System Rehabilitation

 

The requested award will be expensed to the Infrastructure account listed below. Rehabilitation of the sanitary sewer system is a component of the Water Utilities’ Capital Improvement Program. The 2026 Budget allocates $690,000 for this program. The requested award amount of $496,071.30 falls within budget.
