BACKGROUND:
In July 2020, Council approved Bid 20-213, for the cross-connection control testing records administrator to assist the Water Utilities staff with administration of Illinois Environmental Protection Agency (IEPA) mandated cross-connection code compliance records. Aqua Backflow, Inc was awarded the services for an amount not to exceed $453,350. The work includes maintaining cross-connection control testing records for all water customers who have testable devices. There are currently more than 15,000 devices on record in the city. Customers with a backflow prevention device are required by federal law and state statutes to test their devices annually by a certified cross-connection control inspector. After testing, the owner or his/her inspection contractor must submit the test results to the city as evidence of compliance.
Council approved Change Order #1 on February 4, 2021, for funds to pay for mailing to non-compliant customers through Aqua Backflow, Inc. The customers are in violation of section 8-2A-2:3.2.2 of the City of Naperville Municipal Code. Aqua Backflow, Inc. will send a third and final non-compliant notice to the customers that failed to provide the required IEPA cross-connection device test.
DISCUSSION:
A change order is needed for the Water Utilities to increase mailings to non-compliant customers through Aqua Backflow, Inc.
FISCAL IMPACT:
CIP: N/A
Cross-connection testing services are expensed to the operational service account listed below. A total of $77,250 is budgeted for various testing expenses in 2022. Staff will monitor the impact of this change order on the budget throughout the year to ensure testing does not exceed authorized spending levels within the Water and Wastewater Utilities Fund.
