BACKGROUND:
Since 2015, the City has been using high-resolution aerial imagery, provided by EagleView to support daily workflows. It is used to help locate and identify City assets and other spatial data inventory, such as structures, land data, and utilities, for input into the City’s GIS database.
The imagery is also utilized as a spatial reference in other City applications such as Tyler CAD Public Safety software, ESRI GIS applications, Cityworks asset management system and associated mobile applications. To support the accuracy and expected usage of the aerial imagery, it is essential to continuously provide highly accessible and current imagery data for all departments. The aerial imagery was last updated in 2019 when the City contracted with EagleView. A common practice for agencies is to update imagery every two years.
Over 90% of the City employees utilize the imagery provided by EagleView during their regular workdays. Additionally, we offer access to imagery through our Open Data Site.
DISCUSSION:
The requested award, if approved, is for a six-year service contract that includes flyovers in the years 2025, 2027, and 2029. During the entire contract term, the City will be using EagleView’s platform for cloud-hosted storage.
For the 2025 contract year, EagleView will also provide 160 square miles of AI-generated impervious surface data in a GIS database format that will be used to update the City geodatabase. This data will include some of the following:
• Buildings
• Bridges
• Decks
• Driveways
• Parking Lots
• Roadways
• Sidewalks
The total cost of $96,001.00 will be distributed over the six-year commitment, with payments every other year starting in 2025.
This sole source procurement is requested to renew this service from May 1, 2025, through April 30, 2031.
Staff has identified this as a sole source procurement because Eagleview has existing contracts with DuPage and Will County, so we benefit from reduced costs by piggybacking on their imagery delivery. Additionally, EagleView partners directly with several of our City used applications such as Tyler CAD, Cityworks, and ESRI.
If this sole source was not approved, the City would need to contract a vendor to collect imagery for the entire Naperville area, resulting in a significant cost increase. Additionally, we would lose access to the cloud-hosted updates available annually as well as consistent data collection and updates.

City-wide Aerial Imagery is expensed to the IT Professional Services accounts listed below in the General, Electric Utility and Water Utility Funds. The IT Department included a total of $55,000 in the 2025 budget for this service, allocated between the three funds. The requested award is within budget for 2025. Future years of the contract will be budgeted accordingly.
