BACKGROUND:
In May 2020, the Water Utilities issued Bid 20-076, Northwest Waterworks Booster Pump Variable Frequency Drives (VFD) Installation and South Operations Center VFD Replacement. At Northwest Waterworks, two new VFD’s will be installed on pumps one and four. The new installations will better modulate the pressure and allow the station to operate more efficiently. The installation also requires modifications to the existing motor control center, existing programmable logic controller and supervisory control and data acquisition system (SCADA).
The contractor will also perform work at South Operations Center to replace the VFD for wastewater lift station pump 4. The existing pump VFD was installed in 2002 and is not functioning properly due to age. The work will also include replacement of power cables and signal wires between the new VFD and breaker switch.

Following the bid opening, staff contacted two firms that attended the mandatory pre-bid and asked why they did not submit a bid. The response was an expectation for Dahme Mechanical Industries to be the general contractor and they would be subcontractors on the project. Dahme has experience as a general contractor.
One bid was received for the project. The contractor has done work at these facilities in the past and is very familiar with site conditions. The bid received is substantially lower than the engineer’s estimate due to familiarity with site conditions and an improvement in the construction climate since the estimate was developed.
The completion date of this project is March 31, 2021.

Booster pump installations and replacements are expensed to the infrastructure account listed below, as part of the capital improvement program. A total of $1,640,000 is budgeted for miscellaneous waterworks improvements and sanitary sewer lift station rehabilitations in 2020. The requested award is within budget.
