BACKGROUND:

Unit 337 was reviewed and approved by the Fleet Economic Committee and Fleet Services Manager for replacement in 2027. Vehicles are scored for replacement based on four criteria: age, usage, condition, and repair costs. Recommending a vehicle for replacement requires a score of 28.0 or greater. Unit 337 scored 28.46. The unit was deferred to 2027 replacement, in line with our plan to replace one ambulance per year.

 

DISCUSSION:

Unit 337 is a 2016 International Horton ambulance used by the Fire Department to provide patient care and transport 24 hours per day for medical emergency calls.

 

The unit is planned for replacement in 2027.  Backlogged demand, delayed component availability and other factors have rapidly filled ambulance build slots, significantly increasing order-to-delivery timeframes.  Build slots for ambulances are 2.4 years out and a purchase order is required to secure build slots and hold current pricing.  The vendor has assured staff that our delivery timeframes will remain as planned even if build capacity improves.  This ensures the purchase can be appropriately budgeted for the 2027 fiscal year.

 

The retired unit will be traded in to Foster Coach for $7,000 towards the purchase of the new ambulance. Unit 337 will be replaced with a 2027 Horton ambulance on a Ford F550 chassis. The unit is specified to maintain fleet and operational consistency. The new unit is available on the Suburban Purchasing Cooperative (SPC), an approved cooperative, through Foster Coach Sales, Inc. contract #214. Using the City’s specifications, Foster Coach Sales, Inc. has quoted the ambulance in the amount of $439,099.

In addition to the cost for the ambulance, the City needs to replace the Stryker Power Cot system to fully outfit the unit for service. That will be purchased separately and will cost an estimated $104,390.37 in 2027. Additional cost to fully outfit the ambulance replacement will be budgeted to ensure the entire cost of the vehicle replacement is accommodated within the budget.

 

The vehicle is expected to be delivered by December 31, 2027.

Vehicle replacements for the Fire Department are expensed to the Vehicles and Equipment account listed below. The unit will be received and paid for in 2027. Staff will include $543,489.37 for the replacement of Unit 337 and the Stryker Power Cot system in the 2027 budget, along with any additional costs to upfit the vehicle for service.
