BACKGROUND:
In March 2023, Water Utilities issued Work Order 22-067C seeking to retain the services of a qualified and experienced consultant to design and prepare construction documents for a water main replacement project on Ogden Avenue and Washington Street. Work Order 22-067C was issued to the consultants on the Water Utilities engineering services shortlist (details below).
The purpose of the project is to replace aging and deficient water mains on Ogden Avenue between Washington Street and Wright Street and on Washington Street between Ogden Avenue and Bauer Road. As part of the work order, the City included the option to use the services of the successful firm for future phases.
In 2022, Water Utilities completed a Request for Qualifications (RFQ 22-067) for water main and sanitary sewer projects. Five consultants were short-listed as a result of this process. The selected consultants may be retained for similar projects in 2023, 2024, and 2025. The consultants are:

Ciorba Group is recommended for selection based on cost, having been prequalified for this type of work as part of the original shortlist selection.
The term of the contract begins upon issuance of the Purchase Order and expires on September 29, 2023.
FISCAL IMPACT:
CIP: WU403 - Ogden and Washington Water Main Improvements
Design cost for the Ogden/Washington water main improvement is budgeted in the Water Capital program for a total budget of $35,000 in FY2023. The requested award exceeds the project budget by $64,497, however, due to delays in other projects, the overage can be accommodated within the fund.
Staff will continue to monitor expenditures to ensure compliance with budgetary guidelines.
