BACKGROUND:
Bid 22-200 was conducted to contract with one vendor to provide medical supplies for each of the City’s ten ambulances, ten fire suppression units, two special event EMS units, and one tactical EMS unit. The front-line units average 30 service runs in a 24-hour period.
The previous contract was awarded in June 2018 to Bound Tree Medical, Life- Assist Inc., and Emergency Medical Products for a 19-month term with three renewal options expiring on December 31, 2022.
In September 2022, the Fire Department issued Bid 22-200, Medical and Miscellaneous Supplies for the Fire Department to secure pricing with one vendor that offers the lowest pricing for selected items needed to respond to EMS incidents. Rising costs, increased call volume, COVID shortages, and the addition of new treatments requiring new equipment have caused the annual expense for all related items to exceed the threshold for soliciting quotes to purchase the equipment.

Due to operational efficiencies, staff is recommending an award to the vendor with the lowest total bid. Medline Industries Holding L.P. provided the lowest total bid that included a bid for all categories.
The term of this contract is 12 months from January 1, 2023 to December 31, 2023 with three, one-year optional extensions to extend to December 31, 2026.

EMS supplies are expensed to the Operating Supplies account listed below. The proposed 2023 Annual Budget includes $227,948 for various Fire Department operating supplies, including $122,200 for EMS supplies. The requested contract award can be accommodated within the proposed budget for 2023.
