BACKGROUND:
The Transportation, Engineering, and Development Business Group (TED) issued Bid 25-016 seeking contractors to resurface approximately 3.12 miles of various roadways. This work also includes the removal and replacement of approximately 11,100 linear feet of curb and gutter along Naper Blvd between Chicago Ave and Plank Rd. This section of roadway will not be resurfaced at this time, but is currently scheduled for resurfacing within the next five years.
The City currently maintains approximately 475 centerline miles of road through the annual Street Maintenance Improvement Program (MIP). An important component of the MIP is the resurfacing program which ensures City streets remain in good condition for the movement of traffic while also protecting the integrity of the roadway base. When resurfacing is delayed, the roadway base begins to deteriorate prematurely, resulting in the need for costly and disruptive road reconstruction projects.
TED will conduct two street resurfacing programs this year. The first program, using state motor fuel tax (MFT) funds, was awarded in April 2025. The second program uses City funds and is the subject of this request.

RESCINDED |
R. W. Dunteman Co. was the low bidder at the time of the bid opening. However, the contractor informed the City of an error in one of the unit prices. Due to this error, R. W. Dunteman rescinded the bid offer.
Staff recommends K-Five Construction Corp for the award as the lowest responsive and responsible bidder for the procurement of construction services, as defined by Section 1-9B-7 of the Procurement Code (RBO-qualified). K-Five has performed street resurfacing work through both the City’s MFT and Local funded programs since 2021.
The completion date of this project is October 27, 2025.

Street resurfacing is one component of the overall award for the annual Street Maintenance Improvement Program (MP009). The 2025 budget includes $12,000,000 for all components of MP009. The chart below breaks out the various award components and award timeframes for the MIP.
