BACKGROUND:

In 2016, the City established CIP Project MB160, Downtown Parking Deck Maintenance Program, as a multi-year capital project to ensure the central business district (CBD) parking decks are maintained as a sustainable asset in Special Services Area #26. The Central Parking, Van Buren, and Water Street parking decks were built in 1987, 2001, and 2015 respectively. Per an assessment completed in 2017, these decks require repair, renovation, and on-going maintenance. In August 2019, the Department of Public Works awarded RFP 19-256, Parking Deck Consulting Services, to Walker Consultants, an engineering firm with expertise in parking decks., to provide design, bidding assistance and construction management services for City parking deck projects of various size and scope.

 

DISCUSSION:

During the initial three-year term of the contract, Walker Consultants completed a full assessment of all municipal parking facilities and created a report of their findings as well as a five (5) year plan for renovation and maintenance. The report categorizes the recommended work, by location, into immediate action, near-term (1 to 2 years) and medium term (3 to 5 years).

 

Using the condition report, Walker Consultants completed the engineering drawings and documents for the structural repairs and lighting upgrades at the Central Parking Facility as well as for the structural repairs at the Van Buren Parking Deck.

 

In 2024, Walker Consultants will prepare the engineering drawings and specifications to upgrade the lighting.  This work includes replacing the corroded conduits that house the electrical that supports the lighting, fire suppression, and emergency communications equipment. Lastly, the deteriorated vertical joint sealant will be replaced on the north, south, and west exterior elevations.

 

Based on the vendor’s performance. DPW recommends extending the contract for the second and final option year, Walker Consultants has agreed to use their 2022 contract rates.

 

The term of the option year is January 1, 2024, to December 21, 2024. No option years remain.

Parking Deck Consultant Services are expensed to the building improvements accounts below. The work is related to MB160, Downtown Parking Deck Maintenance, for which $790,000 is budgeted for 2024. While the 2024 budget has not been approved yet, the award is within the proposed budget amount for MB160.
