BACKGROUND:
During peak travel hours, the single southbound/westbound left turn lane queue on Ogden Avenue at Rickert Drive frequently extends into the through lane and blocks traffic. In 2026, The Illinois Department of Transportation (IDOT) is planning to improve US Route 34 (Ogden Avenue) between Rickert Drive and Feldott Lane to address this capacity issue. The proposed scope of work includes widening of US 34 (Ogden Avenue) to accommodate southbound/westbound dual left turn lanes, replacement of the existing traffic signals, accessibility improvements, and resurfacing of the adjacent pavement.
DISCUSSION:
IDOT requires local agencies to share in the cost of certain components of roadway improvement projects on state highways. An Intergovernmental Agreement between the City of Naperville and IDOT is required to define the distribution of cost responsibilities for each agency. For this project, these items include preliminary and construction engineering, the traffic signal equipment, emergency vehicle pre-emption, and necessary relocation of municipal utilities. The attached Agreement outlines these financial responsibilities.
The total estimated cost of the improvements to US Route 34 (Ogden Avenue) between Rickert Drive and Feldott Lane is $3,652,400. Federal funds will cover 90% of the construction costs. The remaining local share will be split between IDOT and the City of Naperville per the terms of the existing traffic signal maintenance agreement as shown in the attached estimate of cost. The City’s estimated share of the project is $68,598 and has been budgeted in CIP SC164.
FISCAL IMPACT:
CIP# SC164 - US 34/Ogden Avenue and Rickert Drive Improvements
SC164 will be used to fund the City’s share of the US 34 (Ogden Ave) improvement project. IDOT will invoice the City for 80% of the estimated cost upon award of the contract. The remainder of the City’s share will be billed upon project close out based upon the final cost.
