BACKGROUND:

The City of Naperville currently maintains over 460 centerline miles of roadway through the annual street maintenance program. Roads are vital to our community and ensuring the road network functions efficiently and safely is a priority of the City.

 

The Transportation, Engineering and Development (TED) Business Group will conduct two street resurfacing programs this year. The first program, using state motor fuel tax (MFT) funds, was awarded in April 2022. The second program uses City funds and is the subject of this request.

 

In May 2022, TED issued Bid 22-002, 2022 Street Resurfacing - City, to seek a contractor to resurface and/or reconstruct various local streets. To obtain competitive bids and maximize the number of streets being repaired, staff used a combination of alternative bids to obtain project pricing. The following alternatives were included in the tiered bid package:

 

                     Base Bid: includes the resurfacing of streets in Old Farm, South Pointe, Fontenaix, Diehl Road, Washington Street; reconstruction of Ridgefield Lane.

                     Alternative 1: includes all locations identified in Base Bid plus additional resurfacing of Washington Street from Gartner Road to Tamarack Avenue.

                     Alternative 2: includes all locations identified in Base Bid plus additional resurfacing of Washington Street from Warrenville Road to Apache Drive.

                     Alternative 3: includes all locations identified in Base Bid plus resurfacing of Washington Street from Gartner Road to Tamarack Avenue and Washington Street from Warrenville Road to Apache Drive.

                     Alternative 4: includes all locations identified in Base Bid plus resurfacing of Washington Street from Gartner Road to Tamarack Avenue and Washington Street from Warrenville Road to Bauer Road.

One bid was received. Staff contacted planholders to determine why they did not submit a bid. Three planholders responded. The first planholder stated they did not bid due to increasing fuel costs and distance required to drive from their facilities. It was also stated that their final bid amount would have been significantly higher than the bidder who submitted a bid. The second planholder stated they are having difficulty sourcing labor, particularly operators, and as a result, could not meet the project completion date. The third planholder stated that, historically, they have not been successful in bidding this type of work for Naperville mainly due to the proximity of the HMA plant.     

 

The Engineer’s Estimate is based on unit prices obtained from the 2020 and 2021 Street Resurfacing Programs - MFT & City.  The low bid received was significantly higher than the engineer’s estimate largely because the unit prices for the pay items of pavement removal, asphalt binder/surface course, and traffic control were above the expected values due to the rising prices of petroleum.  Staff contacted the low bidder with an adjusted proposed pavement treatment (firstt year of recommended IDOT Smart Overlay versus Standard Overlay procedure), which decreased unit quantities to bring the award amount within budget. The low bidder accepted the adjusted pavement treatment and decreased unit quantities and submitted an Adjusted Base Bid amount dated June 2, 22.

 

Staff evaluated the bid and recommends awarding the Adjusted Base Bid considering the current fiscal prudence.  ADA sidewalk improvements through MP018 are also included in the contract to take advantage of the lower unit costs of sidewalk typically realized in the street maintenance program.  Those streets listed in Alternatives 1, 2, 3 and 4 can be delayed for another year or two without any detriment.

 

The project is anticipated to start July 5, 2022 and be completed by October 14, 2022.

The 2022 Street Resurfacing Program - City is expensed to the Infrastructure accounts listed below. A total of $12 million has been budgeted for the MIP in 2022. The requested award is within the budgeted amount for this expense.
